Intelectualmente inquieto, fala de poder, ambição, desilusões e luxo com a elegância de quem prefere a substância à ostentação , e nunca deixou de pensar pela própria cabeça. E engenheiro e economista de formação, foi gestor, professor, ministro... Que experiências profissionais foram mais marcantes para si? Comecei a trabalhar como Engenheiro mas tive sempre a ambição de estudar economia. O meu primeiro emprego foi na Direção Geral de Náutica Civil, onde se faziam projetos em estações elétricas Onos aeroportos portugueses. Isso, como primeiro emprego, foi uma experiência muito marcante [..]. Mas a experiência que mais me marcou na vida foi a função como Ministro da Indústria e da Energia, que exerci durante oito anos, Eu tinha experiência na área da indústria e da energia, tinha formação técnica e económica também nessas áreas e tinha sido Engenheiro da EDP. No Banco do Fomento Nacional tinha conhecido toda a indústria portuguesa e tinha ainda lecionado Economia Industrial na Faculdade de Economia da Nova. [.] Portanto, no Govemo tive a oportunidade de aplicar não só os conceitos teóricos e académicos como a expriência profissional nas duas áreas. Foi uma experiência fascinante. An engineer and economist, former Minister of Industry and Energy, and a leading manager at EDP and Caixa Geral de Depósitos, he combines remarkable experience with a mature and candid sense of humour. Intellectually inquisitive, he speaks of power, ambition, disappointments and luxury with the elegance of someone who prefers substance over ostentation , and has never stopped thinking for himself. You have a background in engineering and economics; you have been a manager, professor, minister... Of all your professional experiences, which made the biggest impression on you? Istarted working as an engineer, but I had always wanted to study economics. My first job was at the Directorate-General for Civil Aviation, where we worked on projects for electrical stations at Portuguese airports. That, as my first job, was a very meaningful experience [..]. But the experience that most marked my life was ny time as Minister of Industry and Energy, a position I held for eight years. I had experience in the field of industry and energy I had technical and economic training in these areas, and I had been an engineer at EDP At Banco do Fomento Nacional, I became familiar with the entire Portuguese industry and also taught Industrial Economics at the Faculty of Economics at Nova. [..] As a result, during my time in government, I had the opportunity to apply not only theoretical and academic concepts but also my professional experience in both areas. It was a fascinating experience. E olhando para trás, que decisões considera que moldaram significativamente a sua vida profissional e pessoal? No Técnico havia dois professores que chegavam de Mercedez com chauffeur e eu, como jovem estudante, olhava para eles e pensava «este é o modelo que eu quero ser no futuro, ser Presidente de um Conselho de Administração e ter um Mercedez com chauffeur», Como jovem burguês empedernido da Praça de Londres, estes professores marcaram,me positivamente, não tanto pela sua competência técnica mas sim pela sua dimensão social. Pela negativa, a Guerra Colonial, que marcou a minha geração. [..] Saí da tropa aos 29, por isso perdi seis anos de vida profissional. Marcou-me profundamente ver aqueles infelizes regressados da Guerra, que chegavam ao Hospital Militar todos estrupeados ou já mortos, ver os seus ossos num saquinho de plástico. Isso marca uma geração. O que é que o sucesso nas diferentes áreas profissionais lhe trouxe que não imaginava e o que lhe retirou? Não tenho razões de queixa, tive sempre uma vida sem preocupações. A minha ambição profissional era não só ter realização profissional mas ter uma vida boa. Na minha vida estudantil nunca alinhei com associações de estudantes porque aquilo era tudo malta esquerdista e eu não me revia na esquerda estudantil portuguesa, mas também não me revia no antigo regime, que me cheirava a bolas de naftalina. Quando apareceu o Expresso com Francisco Sá Carmeiro, quando apareceu a ala Liberal também com Balsemão e Pinto de Leite, eu percebi que aquela era a minha gente. Isso também foram marcos importantes no meu começo de vida. Gostei muito do que fiz enquanto Engenheiro, adorei ter a experiência com a economia e com a indústria portuguesa no Banco do Fomento e gostei muito de ser Ministro da Indústria e da Energia. As pessoas ainda me reconhecem como Ministro e muitas dizem-me que fui o melhor Ministro de economia e da Indústria da democracia portuguesa. Isso para mim é muito gratificante. Mas só quando saí do Govemo é que comecei a ganhar dinheiro. Regressei à banca, fui administrador do BPI, da CGD, CEO do Banco BIC português. Antes, tive uma boa vida profissional, mas era um técnico. Não sou rico, mas vivo confortavelmente e feliz. O país mudou muito desde que esteve no centro da decisão política. O que o deixa hoje mais otimista em Portugal e o que o preocupa seriamente? O que me deixa mais otimista é toda uma nova geração extremamente bem formada que as escolas portuguesas de Economia, Engenharia e Gestão estão a lançar. Temos das melhores escolas nestas áreas a nível mundial, que estão a formar jovens portugueses para o mundo e que são os melhores entre os melhores. O que me desgosta é termos um país que está estagnado por incapacidade do sistema político de lhe dar desenvolvimento económico e social. Choca-me profundamente que ao fim de mais de 30 anos de integração europeia com volumosos fundos comunitários o país não saia da cêpa torta. Perceber que esta juventude extremamente bem formada não vê perspetivas no país e vai-se embora entristece,me. Looking back, what decisions do you think have had a significant impact on your working and personal life? When I was at the Instituto Superior Técnico, there were two teachers who arrived in Mercedes cars with chauffeurs, and as a young student, I would look at them and think, This is the model I want to be in the future, to be the Chairman of a Board of Directors and have a Mercedes with a chauffeur. As a young middle-class boy from Praça de Londres, these professors had a positive influence on me, not so much for their technical competence but for their social dimension. In terms of negative impact, the Colonial War, which marked my generation. [..]. got out of the army at 29, so Ilost six years of my working life... It affected me deeply to see those unfortunate people returming from the war, arriving at the Military Hospital all mangled or already dead, to see their bones in a plastic bag. That marks a generation. What did you gain from success in different professional areas that you didnt expect, and what did you sacrifice? I have no reason to complain, I have always had a problem-free life. My professional ambition was not only to achieve success in my career but also to have a good life. During my student days, I never joined any student associations because they were all left-wing and I didnt identify with the Portuguese student left, but neither did I identify with the old regime, which reeked of mothballs to me. When the Expresso newspaper appeared with Francisco Sá Carmeiro, when the Liberal wing also appeared with Balsemão and Pinto de Leite, I realised that those were my people. Those were also important milestones in my early life. I really enjoyed what I was doing as an engineer, I loved my experience with the Portuguese economy and industry at Banco do Fomento, and I really enjoyed being Minister of Industry and Energy. People still recognise me as a minister and many tell me that I was the best Minister of Economy and Industry in Portuguese democracy. I find that very gratifying. But it was only when I left the govermment that I started to really make money. returned to banking, I was a director at BPI, CGD, and CEO of Banco BIC Português. Before that, Ihad a good working life, but I was a technician. Im not rich, but I live comfortably and happily. The country has changed a lot since you were at the centre of political decision-making. What gives you cause for optimism in Portugal today, and what gives you cause for serious concem? What gives me cause for optimism is the whole new generation of extremely well-educated people that Portuguese economics, engineering and management faculties are producing. We have some of the best colleges in these fields in the world, which are preparing young Portuguese people for the world and which are the best of the best. What disappoints me is that we have a country that is stagnating due to the political systems inability to bring about economic and social development. I am deeply shocked that after more than 30 years of European integration with substantial EU funds, the country is still stuck in the same rut. O impasse a que o país chegou desgosta,me profundamente. Assumiu recentemente que teve uma depressão quando saiu da Caixa Geral de Depósitos, onde era Presidente da Comissão Executiva. O que se aprende sobre a vida e sobre saúde mental quando se vive um episódio assim? Não tive uma depressão por causa do trabalho na Caixa Geral de Depósitos, mas porque fui enganado e enxovalhado pelo governo do PSD. Pediram,me para ir para a Caixa Geral de Depósitos para os ajudar, [..] prometeram dar,me a presidência da Caixa Geral de Depósitos mas mentiram-me, enganaram-me e depois ainda me insultaram e enxovalharam em público. Isso é que eu não lhes perdoo enão esqueço. Foi isso que me causou uma depressão, foi a maneira como fui enganado e enxovalhado em praça pública pelo govemo do PSD. Desde esse dia, nunca mais vesti a camisola do partido e nunca mais contaram comigo para ajudar O PSD. Mas, hoje em dia, a vida modema e empresarial é tão intensa e difícil que é nomal as pessoas passarem momentos menos bons. Mas há psicólogos e psiquiatras para ajudar. As pessoas podem ter momentos de fraqueza e, claro, precisar dessa ajuda. in the country and are leaving, We export the best and import indiscriminate, low,skilled labour. You recently acknowledged that you suffered from depression when you left Caixa Geral de Depósitos, where you were Chairman of the Executive Committee. What do you leam about life and mental health when you go through something like that? I didn t suffer from depression because of my work at Caixa Geral de Depósitos, but because I was deceived and humiliated by the PSD govermment. They asked me to go to Caixa Geral de Depósitos to help them, [..] they promised to give me the chairmanship of Caixa Geral de Depósitos, but they lied to me, deceived me and then insulted and humiliated me in public. That is something I cannot forgive them for and will never forget. It was that which caused me to become depressed, it was the way I was deceived and humiliated in public by the PSD govermment. From that day on, I lost all commitment to the party and they never counted on me to help the PSD again. But in todays world, modem business life is so intense and difficult that it is normal for people to go through rough patches. But there are psychologists and psychiatrists to help. People can have moments of weakness and, of course, need that help. O luxo hoje vai muito além do material, o que é verdadeiramente um luxo inegociável na sua vida? O luxo exagerado é uma ostentação que eu não subscrevo. Gosto de coisas boas mas pela sua qualidade, não pela etiqueta. ê uma área económica em que os franceses se mantêm fortes, eu aprecio o luxo francês. Aquele estilo de novos ricos, que utilizam telemóveis e relógios cravados de diamantes e coisas do género, eu abomino esse exibicionismo Mas aprecio um homem que sabe vestir um fato e uns sapatos com gosto e qualidade. Se me falar de carros de luxo, como um Bentley ou um Rolls Royce, também aprecio. São sinónimo de grande qualidade. Gosta de carros, restaurantes e viagens... Há algo material que o faça, verdadeiramente perder a cabeça? Tem marcas preferidas? Perder a cabeça não. Mas ainda hoje, se vir passar um Porsche, olho sempre. Se passar um Bentley, um Rolls Royce, um Aston Martin, não perco a cabeça mas fico encantado. Hoje em dia, na Marina de Cascais há vários stands dessas marcas e sempre que vou lá passo para ver os carros, ê um gosto meu. Mas também aprecio ver uma pessoa bem vestida, quer homem quer mulher. Vestir bem não é vestir caríssimo, é um savoir faire. These days, luxury is much more than just material things. What is truly a non-negotiable luxury in your life? Excessive luxury is a fom of ostentation that dont subscribe to,I like nice things, but for their quality, not their label. Its an economic area where the French still excel, and I appreciate French luxury,. I loathe the ostentatiousness of the nouveau riche, who use mobile phones and watches studded with diamonds and the like. But I appreciate a man who has a good eye for taste and quality in the suit he wears or the shoes he dons. If youre talking about luxury cars, such as a Bentley or a Rolls Royce, I appreciate those too. They are the epitome of outstanding quality. You like cars, restaurants and travel... Is there anything in material tems that really makes you lose your head? Do you have any favourite brands? I wouldnt say Ilosemy head. But even today, if a Porsche drives by, I always look. If a Bentley, a Rolls Royce or an Aston Martin drives by, I dont lose my head, but I am captivated. Nowadays, there are several showrooms for these brands in Cascais Marina, and whenever Igo there, I stop to look at the cars, Its a fondness of mine. But I also enjoy seeing well-dressed people, both men and women. Dressing well isnt about wearing expensive clothes, its about savoir faire. Que hábitos ou atividades são o seu refúgio quando precisa de se abstrair, de desligar? Devo dizer que não faço interregnos longos. Nesse aspeto, basta,me domir uma sesta ao sábado e ao domingo à tarde, desligar o telemóvel, não ver televisão. Um dia sem abrir o computador é suficiente para conseguir desligar. Para além disso, vou ao ginásio duas vezes por semana, faço máquinas e natação e ando a pé no paredão de Cascais. Quando está bom tempo, passear no meu MGB descapotável em Cascais e no Guincho, com um bom blusão e um bom gorro, é extremamente agradável. Aproveito o fim de semana para ler muito. Gosto de ler sobre economia, finanças, gestão, energia. Não perdi a minha curiosidade e tenho o mesmo ritmo de leitura que tinha antes. A única diferença é que depois do jantar não faço mais nada, porque estou esgotado. Quando estava no govemo, jantava e ainda ia trabalhar. Como definiria a fase atual da sua vida? Eu sou hoje aquilo a que se chama, de uma forma sofisticada, um senior avançado. Repare, eu tenho 80 anos. A minha concepção de reforma era abandonar funções executivas e passar a ter funções não executivas. Não queria, como alguns fazem erradamente, ir para casa e não fazer nada, isso é um desastre. Hoje em dia faço atividades de consultoria e dou aulas de pós-graduação de economia e de gestão e isso dá,me imenso gozo. Mantenho,me ativo intelectualmente. Escrevo para jomais, faço comentários televisivos sobre coisas que domino profissionalmente. Isso é que demonstra verdadeiramente a minha qualidade de vida. What are your go-to pastimes or activities when you need to switch off and unwind? Ishould mention that I dont take extended breaks. In that regard, its enough for me to take a nap on Saturday and Sunday aftemoons, switch off my mobile phone, and avoid watching television. A day without opening my computer is enough to switch off. Besides that, I go to the gym twice a week, use the equipment and swim, and walk along the Cascais seafront. When the weather is good, driving my convertible MGB in Cascais and Guincho, with a good jacket and a good hat, is extremely pleasant. I take advantage of the weekend to read a lot. I like to read about economics, finance, management, energy. I havent lost my curiosity and I read at the same speed as I always have. The only difference is that after dinner I dont do anything else because Im won out. When I was in govermment, I would have dinner and then go back to work. How would you define where you are in your life right now? Im what you might call, in a fancy way, an advancing senior. Lets face it, Im 80. My idea of retirement was to step down from executive roles and take on non-executive ones, I didnt want to do what some people mistakenly do, which is go home and do nothing, Thats a disaster. Inow work as a consultant and teach postgraduate courses in economics and management, which gives me enormous pleasure. I keep myself intellectually active. I write for newspapers and comment on television about things I have professional expertise in. That is what truly demonstrates my quality of life.
